Description of Resource

The Council of Europe's Committee of Ministers provides recommendations to the governments of all member states for working with unaccompanied migrant minors. Their primary recommendation is to utilize "life projects," which aim to develop the capacities of minors allowing them to acquire and strengthen the skills necessary to become independent, responsible and active in society. Life projects should be individualized and take into account several elements specific to each child. In addition, they draw on a holistic approach and should contain objectives relating to social integration, personal development, cultural development, housing, health, education and vocational training, and employment. The appendix to the recommendations explains these concepts in more detail and includes sections on: I. Concepts II. Life projects: an integrated policy tool III. Life projects: a mutual commitment IV. The conditions required to implement life projects V. Communication strategy and follow-up to the recommendation
